Why This Book

Why I Wrote This Book

Because a citizen who cannot go elsewhere deserves better service, not worse.

About the Book

A companion volume to The Heart of Customer Care, written specifically for social protection schemes, public institutions and development programmes where the customer is often a citizen with no alternative provider.

Social Protection Customer Care takes the principles of service excellence into the settings where they matter most and are practised least.

In social protection — pensions, grants, health, welfare and social security — the customer usually cannot walk away. That absence of choice removes the ordinary commercial pressure to serve well, and it places the entire burden on institutional character. Master Chimbala argues that in this context service quality is not customer relations; it is part of the entitlement itself. A benefit delivered with humiliation has been partly withheld.

The book covers the specific realities of public service delivery: long queues and limited resources, complex eligibility rules, low literacy, language barriers, elderly and disabled claimants, informality, and staff working under genuine strain. It offers practical standards for communication, waiting, decision explanations, appeals and frontline wellbeing.

Written for administrators, policy officers, supervisors and frontline officers, it treats dignity as a measurable operational standard rather than a sentiment.
